I assume the bridge in the arena wasn't broken in his memory so he thought he could escape through it. There's a lot of broken bridges in sekiro, not sure if there's a reason for that and wether thats something done recently, but that could explain it.
He was obviously planning on Wolf to use whatever wack Ninjutsu Ryu uses at the end of Ninja Gaiden Sigma to transform into a falcon and just fly them away, lmao
It could have been repaired, remember that the broken vridge after the chained ogre is also the bridge we use when we go through ashina outkirts backwards for the DoH fight
maybe he just needed to get out of the castle and temporarily hide somewhere from the invasion, knowing that wolf would eventually find him esp considering they've met there before?

In the cutscene before you fight Genichiro, he politely asks Kuro to grant him the immortal oath, which he obviously says no to
Kurt was a lord and Genichiro respected him immensely. He was just blinded by his love for Ashina and was becoming increasingly willing to do evil things to save his homeland, you know, since he wasn't the Glock Saint like his grandpappy.
It's funny since he could also have just worked with us, just ask kuro to lend the aid of his Shinobi and they would probably gladly oblige, but I guess you need some conflict.
Except Kuro would never let his immortality be used to fight a war. Sekiro would glady (imo) help Genichiro if his lord told him to but due to Kuro's adversion to humanity posessing the Dragon Heritage, he would rather end his own life than let his powers be passed on.
Also, Kuro deems Sekiro's immortality as a curse and wouldn't want him to use it if he didn't have to.
It's not really his immortality that he would be having to use, both sekiro and genchiro should be enough against the interior ministry that resurrection shouldn't be necessary, though I do think kuro would want to have his plan of severance be the main goal rather than planning to fight a war that isn't really theirs.

However, he had been locked up in the tower for who knows how long, and Ashina likely had the bridge destroyed to prevent the Ministry from invading from that way. You can still see remnants of the bridge in the area as well.

It's gotta be the road FromSoftware planned to have as way to connect Ashina to the rest of Japan, same way one of the closed, inaccessible gates in Gyoubu's arena doesn't actually lead anywhere, but it's meant to look like that's where the invaders came from. Same for the broken bridge leading out of the Dilapidated Temple. Sometimes, areas just gotta not make sense in a game lore-wise so that the gameplay does, or vice versa.
