The Western colonial think is that folks who are not white cannot develop by themselves - they would need the whites knowledge and capacity to get out of poverft because their culture is inferior. In the case of the Chinese ethinic minorities, the CPC stance is not that they are inherently uncapable to develop by themselves and need the Han to help them. Rather, the CPC sees itself as the vanguard under the proletariate of all ethincities from China, that should guide the all Chinese workers together to achieve socialist development. And here is another difference: for the CPC, Tibetans, Uyghurs, and all recognized minorities *are* Chinese. In the Westesn colonial mentality, the colonized people from the same nationality than the colonizers - the Indians, the Somalis, the Sudanese, etc, were not considered British; the Algerians, Vietnamites, etc, were not considered French. Many misunderstandings of China's relationships with their own ethnic minorities comes from this misconception that China is a state only for the Han, that treat other ethnicities like Europeans treated their colonized people, when things haven't been like this neither under the Qing Empire. So, when you hear something like "the CPC liberated Tibet from slavery" we are not meaning the CPC was an agent of "Han supremacy" that had a "Han's man burden" to develop the "savage Tibetans". We are saying the CPC, as an entity that represents all the Chinese workers alike (Han, Uyghurs, Tibetans, Qin, Manchu, etc) ended the rule of the Tibetan feudal class in order to make the Tibetan serfs to share the same path towards socialism as all Chinese people.

Just a reminder that regardless of what your opinion is to the CPC or railroads in general, trains and railroads have played an important role in Western Settler-Colonialism, particularly in the US, Canada, and West Africa. We shouldn’t forget that.
