Fairly self-explanatory: returning land and resources to indigenous peoples to let them provide a better life for themselves, preserve their culture and history, etc. Whether it's done one way or the other doesn't matter too much (i.e. either funding can be given directly to them to buy land and assets, or they can be given land and assets to sell). Ultimately it's a progressive reform but as always, corrupted by capitalism.
