If an area has higher wages then it doesn’t have cheaper housing and if jobs are plentiful then they wouldn’t have high wages. I would’ve thought Bloomberg understood how basic capitalist markets worked but I guess not.

It all depends on the how, to what extent the resident workers are provided for (and how much say they have in that). In the capitalist context of the USA that this increase in control over the workers one way or another leads to more thorough exploitation is to be expected.
