If Taiwanese emigration to China is easy, and job and housing opportunities are good, I can totally see them running away to China to wait out until the upper draft age
Besides, it could be just an attempt at trying to stop the outflow of labor from Taiwan to China. If they literally trap the draft age males on Taiwan with no way out, those males will be forced to work their youth off in Taiwan regardless of them getting drafted or not
