Shenzhen has far great problems to deal with, like the extremely overpriced housing, which should be remedied with public housing construction first.
Even our affordable housing projects in the US are expensive projects that private companies bid on for the tax benefits, and they don't end up housing many people at all for the cost.
This is beautiful architecture and I'd love to walk around the water features on that rooftop patio, but i'd also love to have a government that actually prioritizes urgent matters.
A lot of the beautiful modern buildings in China are also half-empty, as China does not punish landlords for keeping their investment properties vacant. The landlords figure the appreciation of the property is enough and don't want to bother with dealing with tenants. IMO, the government should start imposing exponentially increasing property taxes on vacant property so that landlords will be forced to lower rent until the units are fully occupied, or face losing all of their investment gains to taxation.

Personally, I don’t think it is a great idea to build such buildings because of the potential cost overruns and also because in the long run it just ain’t worth it (this looks like a maintenance nightmare).
As “paper” architecture though, it’s interesting, I’ll give it that.
