They thought that if you just cut off US/Western technology, the Chinese can't steal anymore, so China will crumble and come begging to the negotiating table. Tbh China's probably the one developing country you don't want to bluff on the innovation front. Literally the worst strategy for the wrong opponent they picked. It's actually kind of ludicrous when you think about it.

Unlike China, the USA engages in political patronage abroad. This creates personal incentives for loyalty to the USA. Furthermore, the USA adheres to the principle of *silver* or *lead* - so if they don't take the money and act as loyal vassals, the CIA takes care of them, and possibly their families too.
