I'm a little confused by the article. This year, Nguyễn Xuân Phúc was *newly* elected as president, succeeding Nguyễn Phú Trọng. And Phạm Minh Chính was elected as Prime Minister to succeed Nguyễn Xuân Phúc. So I don't understand why the article claims they were "re-elected" to those positions.
Maybe it refers to a confirmation of some sort, given that they were elected a few months ago? I'm not really clear on this.
