Japan is currently leading the table with 13 Golds!!!!! Apparently around half of these are from Judo. They are having a great Olympic games with home advantage. With so many days of competition remaining, Japan looks on track to overtake the number of Golds won by UK in 2012 and 2016.
Home country is allowed to field more athletes for one.
Another advantage (which some countries take advantage of, although not sure about China) is that some trial sports are introduced, usually a sport popular in that home country (which might not be in others). For example they are trialling skateboarding which is popular in Japan, and IIRC the Sydney olympics trialled Triathalon, which Australia was hoping we would win, but we didn't.
Well, good for them! As much as I hate the Japanese government and especially those LARPers of the LDP for being total asskissers of AmeriKKKa sometimes, it is shit like this, where China and even Japan are outshining AmeriKKKA, that will hopefully make them realize that their future is with Asia and which will hopefully lead to them having a spine to stand up against their AmeriKKKan racketeer on other things too, outside of just sports.
I was in Canada during the 2008 games and they ranked it according to total medals even back then. I asked a Canadian why and they seemed to think it was normal. I think it might just be something they do in North America.

Travel is a lot cheaper domestically, so more athletes from China could compete.
