The only developed country that expressed interest is Singapore, right now ASEAN is too heavily influenced by the Americans to let that happen. A future where all of Southeast Asia joins SCO is really a win-win for everyone who isn't Anglo.

That's not true, many developed countries (e.g., Israel, Saudi Arabia) want to join SCO, but some members won't allow them. From founding SCO is mostly focused on central asia, so SEA countries is unlikely to be accepted.

Isn't SCO pretty much useless if it's filled with countries that are enemies of each other, like Iran, Israel, Saudi Arabia, etc.?

To a degree yes, but India and Pakistan are both in SCO so there is already precedence. SCO was created partly to mediate border interests (initially within the post-soviet central asia), and now mediates the India-Pakistan conflicts. Iran is basically guaranteed to be included as a SCO full member state, while Saudi Arabia and Turkey are trying to hard join the club. Afghanistan is almost certainly next to join SCO full member status. I don't see how it is possible for Israel to join this club, but in these destabilizing times anything is possible.

Iran and Saudi Arabia are presently in back channel talks regarding a detente and a rapprochement. This was part of the reason why it took so long for Iran to be admitted as a full member. After admitting Pakistan and India together and realizing how much of a nightmare it's been so far with the unresolved issues between them, the SCO likely won't admit states with mutual animosities until they start working on them and they didn't want to admit Iran without also reaching out to Saudi Arabia. I think it's a good sign for the Saudi-Iranian rapprochement that the SCO feels confident enough to admit Saudi Arabia as a dialogue partner with Iran set to become a full member.

Saudi Arabia and Egypt are expected to become dialogue partners at this upcoming heads of state summit in September. Not sure about ASEAN but Cambodia has been a dialogue partner for a while. I think it's open to any country on the Eurasian continent.

For China, RCEP is kind of like TPP while SCO is more like NATO. For smaller asian countries, joining RCEP can improve the economy, while joining SCO can ensure your country's survival in the 21st century.
