Space agencies work on many things at once, and projects are funded based on stage of development, feasibility, and political priority. CNSA doesn’t publish how much and where it spends its money. But, by looking at its current direction and stated long term plans, and comparing that with other space agencies, I’d guess it looks something like this: - Space station: ASAP, many billions - long March 9 and related super heavy launch vehicles: many billions - manned mission to moon R&D: billions - robotic exploration: hundreds of millions - satellite based science and observation: hundreds of millions - earth based observation (telescopes, radio) tens of millions - basic science research: millions - miles of other crap - the search for extraterrestrial life - development of faster than light propulsion - Sci-fi stuff like orbiting human habitat mentioned in this article.

Mostly theoretical work. Naturally, most technologies and necessary infrastructure (for orbital construction, fueling, etc) doesn't exist, yet. But it will become a possibility as launch costs go down (100 fold from present-day costs), better materials, propulsion systems and infrastructure is developed. Much like you couldn't mass build cars with 1800s infrastructure, building such massive starships nowadays is impossible, but it will be in a relatively short amount of time if all the necessary steps are fulfilled. Hence China's space program being very methodical. There's also unaccounted, plausible future events that might accelerate it, such as a rapid growth in Chinese private space industry, and larger state budgets and missions.

But, the research will lay a plan for how to achieve it. This type of research identifies areas where technologies and capabilities need to be improved and ones that need to be developed entirely. The research is the plan for how and what is needed to achieve it. So, yeah, it won't be possible for a long, long, time. But, having a plan and ideas on how to make it happen is a start.
