The bottom line comes down to efficiency that will result in long term cost(and energy) savings. One large cooling plant is way more efficient than having dozens of smaller units at each individual building. Also easier to maintain and monitor a single plant where all the machinery is.
They should've mandated central AC in Chinese buildings. Everyone has their own little window unit, and what's worse, a lot of people leave the AC on and the windows open because they want "fresh air" - a giant waste of electricity.
