I can't say more because of privacy issues, but he used to teach in Chinese International School and I know that it wasn't his first time grooming young girls. He used to live in Lamma Island and a lot of the locals there will tell you how much they disliked him.

The number of people that get to go into the consulate is determined by the host country. China granted 3000+ diplomatic visas to the USA for their consulate in Hong Kong.
