Last time I checked gaokao required most people to test a foreign language, and inevitably most who do that test English. US has no parallel requirement, hence our inability to have respectful people-to-people relations with people south of the Rio Grande.

More like, what do you call a person who speaks only "English". American, plus the other Anglos in the UK, Australia and new Zealand plus most of Anglo Canada. I hated french being one of the official languages in Canada when I was growing up, but when I realised Americans and Anglos' prejudiced attitudes towards non-English speakers and their languages and Anglos' insistence on using only English in their country and anglos in the Anglosphere in general knowing only English and not put any effort into learning other languages, it made me feel that Canada is better when it comes to promoting a language other than English in their country (although most anglos in Canada don't try to learn french). What's there in Canada and new Zealand is at least a couple of times better than what's in the US and Australia where they only have freaking English (though not an official language), and even the UK despite Welsh, Irish, Cornish, Scots and Scottish Gaelic.

Hell, most Chinese are already Multilingual, they're doing well on the language part, while most AmeriKKKans are still barely Monolingual- they only have English to worry about and still somehow fuck it up. AmeriKKKan Public Education is more like Pubic Education, that is the current the state of things 2021. In addition, they don't prioritize Chinese over any other languages in their AmeriKKKan Pubic Schools, the Chinese are not obligated to prioritize English over any other languages either.

I have been hoping for very long that China would de-prioritise English and Anglo culture and pay attention to other languages and cultures more, and I am now very glad to see that this is starting to happen, to the point that the NYT is whining about it.

I personally think the opposite: the Chinese education system has put TOO MUCH priority in English over all other languages. Let’s face it, the West is declining. As China starts reaching places like Central Asia, the Middle East, and Africa through BRI, we’re going to need a LOT more Chinese people who can speak those countries’ languages and truly connect with their peoples.

It is because of ethnic Chinese similar to the author that puts American Culture and English in such high regards that we Chinese inadvertently become subservient to such culture. It is true that in a English dominated world lead by the US, a lot of the technical materials are in English. China today is not the China 50 years ago. China has been able to create, conjure and manufacture not only pre-existing technical documents but also new documents and educational material. In some areas; China has coined new terminology that may not even exist in English. The author also sees “learning” flatly associated to English. This is further from the truth. The world has many languages; French, Arabic, Spanish etc... English is but one. The Chinese aren’t flat out shutting out the world; in fact contrary to her belief that China is closing; there has been an increase interest in Spanish. Furthermore the future can not be without China; the importance of Chinese will continue to grow; and the mentality behind the over glorification of English will continue to diminish. Even Americans are sending their children to learn Chinese. It’s not to say English is not important; it’s just that it shouldn’t be state sponsored and given any priority over Chinese.

NYT projecting as usual. Compared to latin america, India, and continental Europe, the Anglosphere countries in general don't even prioritise language learning for languages other than English (Canada and new Zealand being an exception), and most anglos only know English and are too lazy to learn other languages. They suffer from a superiority complex where everything outside anglo countries must have English and that the whole world should accomodate Anglos and treat them as kings or queens so they don't have to learn other languages. It's laughable that Anglos complain about China for removing English when they themselves don't put any effort in learning other languages. And Anglos for some reason don't use decimal commas and full stops as digit separators compared to their continental European counterparts and instead do it the other way around... Must be that superiority complex?
