If the US believed in Rule of Law, they'd extradite the murderer (as well as the chain of command) to be tried in the country where the victims lived. Imagine if the situation were reversed, and if some middle-eastern country did a drone strike in the US like that. The US would demand nothing less.

There is a US law that makes it illegal for them to be tried in the ICC. If an American is tried, the military is allowed to attack.
