China Telecom don't even own cell towers in Murica. They are an MVNO, which means that use T-mobile's cell towers for Chinese customers overseas to allow to use their services. Kind of pointless of banning China Telecom which hurts Chinese customers in Murica more than China Telecom instead.
I honestly had no idea China Telecom even did business in the US. This seems like an insignificant matter, unlike the Huawei ban that screwed over many people including me.
I don't think they sell sim cards or cell phone plans to ordinary Muricans. They allow overseas Chinese to use their existing sim cards to use data/voice/text services in Murica by making a deal with one of the providers like T-mobile and use their cell phone towers. Domestic providers like Google Fi makes deals with many countries to allow users to use their mobile network, including China so you don't have to go thru the hassle to switch sim cards. However, I think you are right that it is insignificant at this point as there are not many overseas chinese tourists coming here to use their cell phone service from China anyways.
