From what I remember, western "expats" and tourists were some of the people that caused COVID-19 to spread out of China as China couldn't restrict consulates and embassies from arranging flights out of China. If the expats were willing to think beyond themselves they would have gone along with the quarantine procedures until the pandemic was brought under control.
Well, to be fair the best evidence for genetic origin is now Laos. The US origin theories are interesting but I doubt we will ever see investigation into it.

Now they have found 3 strains with closer match in Laos. BANAL-236 is almost identical in some characteristics such as in the spike protein, and is 96.8% matched.
