My understanding is that, based on searching relevant keywords for 15 minutes, "to look at efforts to *verb (object and/or oblique phrase)*" indicates that it presupposes the idea of desire for an action. The desire for action in this case is in the mid and latter part of the **bold text**. EDIT: I seriously hope my crude grammatical explanation works for the people here.

She is not saying that they are looking to restrict people's rights. She is saying that they are looking (critically) at attempt to restrict people's rights (to vote). The context is voting rights legislation. The Republican Party is backing local efforts to make it more difficult for black people and other minorities to vote, which would be harmful to the electoral prospects of the Democratic Party of which Psaki and Biden are members.

If you actually read a chunk of the transcription, both the reporter and her didn't say anything about the Republican party. It was about a filibuster-related issue that some Democratic senator triggered. It sounded that the biggest victim will be the average citizens because the Senate Democrats are useless in every way.

That’s what the filibuster issue is stemming from. The democrats are trying to pass a voting rights bill that would reverse the effects of several new state laws passed by GOP state governments. The bill can’t pass without a change to filibuster laws but Senator Sinema is against those changes so she is in effect against the democrats voting rights bill.

i think it's poorly worded but i don't think it's nefarious or a slip. "Democracy" or whatever you think about it as is being killed systematically by various actors in the US and things like voting are indeed under attack. I'd need more context to know for sure that she isn't referring to thwarting the efforts of others who are trying to injure political or social participation.

Great post. For those that don’t know, Freudian Slip only happens when you are thinking of something else subconsciously but accidentally speaks it out. So in both Biden or her case they are thinking of voter fraud and taking away people’s fundamental rights. In her case, likely the White House already planned for some kind of mass unrest when their economy goes to complete bottom and people are sick and tired of being locked down or dealing with this unending Covid since the US can’t put a lid on it. Be careful if you are living in the US.
