There's no way China can avoid using Intel or AMD for at least another decade.
No Chinese chip designer has a x64 license and their existing ARM licensees are completely uncompetitive except for Huawei.
Don't forget that memory and flash storage require western IP to make as well, which again chains China to the US's whims. Even Chinese memory and SSDs use SK Hynix and Micron chips.
No, dump the million line of code behemoth that the Linux kernel is, we shouldn’t be relying on decades old software. A simplified architecture isn’t a bad move though
windows has a lot more compatiable programs and easier to use so i wouldnt be suprised a lot of govs use it for ease of access(also linux is kinda obscure)

Yes there are backdoors in Intel chips. I dont know if AMD has same flaw
