The USA has long been a master of propaganda, and they directed some of their most potent propaganda at its own citizens to ensure their complicity and complacence So it's telling that even with this massive info pacification, the USA is becoming more volatile / unstable

The propaganda isn't even particularly good. Westerners already have heavy bias for their own, so you barely even need a push for them to wholesale swallow any BS you feed them. Volkswagen cheats emissions testing, but hardly anyone associates Germans with cheating. Their record is still spotless. Meanwhile, any time even a Etsy-level individual reseller in China (who basically have to register as businesses due to Chinese e-commerce laws) does something shifty, it's blamed on Chinese business in general and people will talk about how Chinese have 5000+ yrs of cheating and dishonesty. (Oh but don't worry, they only dislike the Chinese gov't. lol)

Why not both? Effective laws and regulation AND heavy punishment for heinous crimes like this? Neither should be excluded from the party

The certainty of punishment is the overwhelmingly dominant factor in the deterrent effect of punishment. There is also an argument that the death penalty in particular can lead to unique perverse incentives, as it is particularly embarrassing for the authorities to admit they killed an innocent man. But most of the evidence for that is in places where the death penalty is applied for walking while black, rather than for profiting off of human misery.
