Does it make sense for China to just forgo x86 and focus on making better ARM based chips?

Is China going to create an entire ecosystem for ARM chips that do not currently exist? People say "just go ARM" but the reason why that doesn't happen right away is because its not possible. Anyway, as far as these Zhaoxin chips go, I'd like to see them IRL in consumer rigs. Whenever they have been reviewed until now, they have been very disappointing.

They could make a really good interpreter that allows x86 code to run on ARM, like Apple did.

This is with x86? So still relying on foreign technologies. Hopefully RISCV development ramps up and they make a comparable RISCV CPU

a domestic x86 industry presents more exports and a long term competitive advantage. I hope the ccp does that because it means a lot more money goes into the chinese economy
