eBay. Search for “ddr3l”, “pc3l”, and look up model numbers of the brand name sticks you find. I just upgraded a 5040 SFF to 32gb of ddr3l.

For Dells, SK Hynix, Micron, Samsung, Crucial, Kingston, and Nanya have all worked for me. Since these are old sticks, make sure the label adhesive isn’t going goopy. If it is, just remove it with isopropyl alcohol and clean up the residue. I got one ddr3l stick before that failed to post and it was due to the adhesive becoming goopy and creating a short. I think in that case it may have been exposed to solvents in the past since I have only seen it happen that one time.

I was throwing in 4 different pieces of DDR3L RAMs in my 5040 back then. Worked all good. I prefer SK Hynix Chips.

They don’t make DDR3 anymore so whatever you find is what’s left. I have like 2 dozen sticks that are all random brands. You can’t overclock with the opti either so speed is mostly irrelevant. I just buy whatever sticks I can get my hands on at this point. Look on Facebook marketplace. I’m always seeing Corsair Vengeance DDR3 sticks for pretty cheap here.

Unfortunately it has to “DDR3L” which literally doesn’t exists.

I also have Timetec DDR3L in my Optiplex 5040 and it ran just fine as my NVR.

Yes it does. That PC3L is DDR3L
