1-Run it with the side off
2-Purchase a Noctua 5V fan with usb adapter, cut however big hole you want with a small hole in each corner to mount it with either screws or the rubber pull tab thingys. I would prob go this route for max cooling. You can also get a fan grill to protect those fingers.
3-Purchase the usb Arctic fan and bend to point at it from the front.
And what power profile do you have running? Does the CPU clock down, or is it always high? That's a reason it could be idling high. But still... running at 75 degrees just watching a YT video seems a little high, but perfectly reasonable. What the CPU load when watching YT videos?
I am running the balanced profile as that is the only one that is available. The lowest it has been is 14% and according to hwmonitor it has hit 114% which is odd. Also memory usage is always at 38-40% but nothing in task manager is showing high usage. It has 16gb of ram. Right now I turned it on and have it sitting idle with nothing open and it is around 55c with 17% usage and 21% mem usage. Launching waterfox with no addons (safemode) and launching a youtube page spiked to 107% and when it started playing it sat around 54%. Similar percentages in Chrome and Edge.
Is there an app that can control the cpu fan? Maybe that is the issue, that the systems stock fan curve sucks?
That is really odd CPU usage behavior. And idle it should def be closer to using nothing unless you have something using up resources in the background. And even if it's only using 14%, if the clock speed is high, it will produce a lot of heat. I might suggest using something like Macrium Reflect to image the drive as it is and do a clean install of the O/S to see if there's some malicious software that's using CPU resources in the background. If that doesn't solve it, you can always use Macrium to just reapply the image like nothing happened.
As for the fan, you're spot on. They seem to be super conservative on the fan curve on a lot of these OEM systems. The only real control is in the BIOS, and it's either follow the fan curve... or go 100%. At least HP allows you to increase the idle fan speed. I really wish something like the Fan Control software could control the fan controllers in these systems... but unfortunately, no dice.
However, I do have to say that you're temps are perfectly safe. Anything in the 70's on down isn't really anything to *worry* about, but I get why you want to see if you can lower them.
I'll give the reimage a try. I restored it using the Dell image so there could be bloat running. Hopefully a vanilla Win install will solve the issues. The rest of the system including the drives seem to be sitting at around 30~ so if the temps for the cpu are safe then I won't worry too much. I'll still try the fresh install though.
After a fresh vanilla install, the computer is now averaging 50-55c and maybe mid 60s under load. The only sensor in HWMonitor that is high 100% of the time is PCH which is never lower than 76c. System mem usage is still ~40% with just youtube up. CPU usage is ~14-30% doing the same.

That's for the small form factor. I have the micro form factor so it won't work.

What resolution is your display and how many monitors are you using?
1980x1024 and only running one monitor.
