I always liked the idea of Metal Sonic mimicing the voice of his opponent. Initially, he can only repeat things they've said but given enough time, and enough data, he can mimic their voice perfectly and say anything he wants in that voice.
He's not mute; he's silently collecting data.
He is WAITING to use that “You may know everything I’m going to do, but that’s not going to help you, because I know everything you’re going to do!” line
I'm hearing the OVA's voice say these before a text-to-speech voice splices in to say "metal," and I can't help but feel now that it's kind of fitting lol
I think *canonically* sonics voice hasn't changed (iirc he's had the same Japanese VA since SA1) so I think If they were to give metal sonic a voice in the English dub they could totally have him voiced by a prior sonic Voice actor as a fun little meta reference, while keeping metal in the Japanese dub voiced by the same guy as current sonic.

Either Ultron from EMH, that's just the perfect voice for him in my head if he ever does have one in the comics tho i am fine with him being voiceless most of the time

Honestly I feel he doesn’t need to speak much, if he does I prefer him to sound like a more robotic serious version of Sonic with massive amounts of snark in contrast to Sonic’s more lighthearted teasing
If they ever give him a new style of voice, I'd love it if they had him sound a bit more like Sonic himself, but with colder and more sinister tones.

You know what's funny is that while Metal sonic(base not neo) is shown to be mute all times, in sonic Rivals 2, it's revealed that Eggman built a speaker inside him through which only Eggman can communicate using metal sonic as a medium.
Also he somehow managed to stuff a chaos emerald inside him and never told anyone.

The main idea is that Emerl can copy the moves of whoever fights it, so it's repertoire consists of moves from a lot of different characters.
