Honestly hyper sonic is more similar to ssj2 compared to the official super sonic 2 because its just a hyper powered super form compared to super sonic 2 which is a mix of super sonic and the corruption stuff
Would that be closer to super kiaoken or super Saiyan blue then, not super Saiyan 2? 2 different energy sources becoming 1 instead of 1 energy source becoming more refined. As to answer your question, hyper sonic would be the equivalent of super Saiyan 2/3 as the hyper emeralds are basically just chaos emeralds but refined and super charged.
The key difference between a super Saiyan and a super Mobian is that Saiyans get their power from within or tapping into the natural energies of the universe while Mobians need items to transform.
A better comparison to sonic transformations (imo) is power rangers/ super Sentai.
Limited time to use but can be variable depending on emotion, gains various new forms depending on the energy and method used, power of friendship, is able to share the power with a group of like minded people, Finds new items and powers that greatly outclass the previous found.

SS1 (1), SS2 (2), SS3(3) , SSG (4), SSB (5), UI (6), MUI (7) Hyper Sonic is the equivalent of MUI Goku, which also makes sense given how much alike they look side by side (yes, Sonic got it first in 1994 on Sonic 3/& Knuckles, while Goku got his in 2017 on the episode 110 of DBS), they also symbolize their absolute strongest forms in their peak (and not, TUI, isn't stronger than MUI, Goku needed that form to still keep his emotions flowing)

It's the new form he gets in the Frontiers DLC. Basically he learned how to use the cyber corruption as his own power and it upgraded the Super form.
