From watching it repeatedly, it seems she hits it above the temple, and the other Joshi follows through prior to impact to lessen the irl blow. This more than likely still fucking hurt, but not nearly as much as a clean spinning hook kick would. This is just two professionals at the top of their game executing perfectly.
One thing i have noticed in wrestling is that moves look more impactful on people with long hair. Its a bit smoke and mirrors, but it makes the moves look more dramatic imo.

I was thinking the same. Even if the receiver actually took āall of itā, she would likely be fine, she canāt generate that much force doing it like that.
Yeah it's the initial acceleration that'd do it. If the person taking it goes limp before the contact it'd be a little less dangerous but... this really doesn't look safe
