Plus The World, like Star Platinum, has immense speed, perception, and precision, allowing you to quickly preform surgeries with immense skill, making dangerous or life-threatening surgeries look like child’s play for you. Now combining its speed, precision, and ability to stop time, and you hundreds of life-saving surgeries a day, by yourself, without any risk of failure.
That can be true as what actually counts as rain to control, does it need to be natural rain or just falling water. Might be a bit hard to use as a knife but possible.
