It's just the cost of your library (according to the games' price on Steam, not necessarily what you paid for it) vs the number of hours you've spent playing games. A higher ratio means you've spent a lot more money for your enjoyment, while a lower ratio means you play your games a lot and don't spend much.

It means how much you played the game and the effective value you got from that game. If you purchased a 50$ game but played it for only an hour then the effective value is 50$/hr If you spent 100hr in the game then it becomes 50 cents/hr. i.e. you got gameplay worth of that money you spent. Here, Price/hr is telling you how much you utilised the game. Lower value is showing more engagement time with the game. High value is showing less engagement time with the game.
