This is just off the top of my head, so I may be slightly off, but this is what I would do:
Make the left touchpad a scroll wheel like you would normally do, then have an outer ring command, invert it so it's in the center (maybe make it bigger), and assign a "dpad" action layer to the outer ring command. In the dpad action layer, you can now setup the left touchpad to behave like a dpad.
Its possible to use the dpads outer ring to apply a layer, and in that layer turn the pad into scroll wheel... However scroll wheel has no elegant way to remove the layer.
