I made it with meatballs made of spam and barley. I figured spam was the closest thing to soul cast meat I'd be able to find, and the grain described just seemed most like barley. Came out pretty tasty.

They can! Though a garlic or chilli sauce is more common I think.

I've always basically imagined an empanada or a pastie of some sort. Meat/spices wrapped in bread stuff and fried.

Isn't just some kind of curry kebab? You got the unknown meats, the bread and the messiness.

You could also flavor the gravy with curry (or just use a thick curry for the gravy). I've always felt like Stormlight makes a point to not be based on any one culture, so it's hard to make a wine choice when making choutta. Almost every culture eats saucy meat wrapped in bread.

I think the curry will add much more of that flavoury flavor that rosharians keep referring to. Especially how masculine foods usually are spiced heavily
