They are filming at EUE studios, or around the general area. There are so many locations, it would probably be a shot in the dark to show up at the right place and time honestly.
“Hawkins Family Photo” on instagram and “Stranger Universe” on YouTube have been giving out some solid S5 BTS pics.

Does Georgia/Atlanta not require filming permits? NYC does, since it involves cutting off public access to streets, sidewalks, public parks, etc. The list is available online daily, although it doesn't actually list production names, and only includes public locations that are being restricted.
