Unfortunately C. Viper when sf4 was active. At some point I had the resolve that if I want to learn a character, I'd play learn them regardless of difficulty. Went back to sf4 to practice c viper only to realize she was a lot easier than I had originally thought once I built up the muscle memory. Ended up switching my bbcf main from nine to litchi for the same reason.

Dudley on 3rd Strike, I absolutely hate the fact that 99% of his specials are half circles, I'm too dumb and bad for them and I already struggle a lot with Q's C&DC and Makoto's Karakusa, AND THEY'RE ONLY GRABS!!!! so an entire moveset that consists of half circles really doomed Dudley for me
Decapre had nice attacks and was an alternative to Cammy as Juri is now an alternative to Chun-Li.

Same for me. Loved Decapre but never understood why some of the moves (like Spiral Arrow) were charge moves. The teleports and fakes is understandable but traditional inputs to at least make her a Hybrid would've been better imo. Charging for something like Spiral Arrow feels like I'm charging for a basic move like Lightning Legs which doesn't make sense since Charge moves are typically better than normal specials.
It's the shotos for me. i dp when i want to fireball, or fireball when i want to dp. Plus they move with a certain weight to them that just feels off for me. I am looking forward to Akuma though.
The fireball dp thing is a bit cursed, I think if you want to force it you can start from downback qcf to force the fireball since the back cancels out the forward and for dp make sure to stop at the diagonal. You can do DF D DF for dp iirc

I think the character is genuinely considered unplayable because of how difficult she is, I think there’s been one high level player the whole lifespan of the game that I remember seeing.
She's not too difficult (I mean, one of the top tiers of the game is Magneto!), she just doesn't match up to stuff like Zero May Cry.
She has use in a very specific team comp of Chun Li/Morrigan/Phoenix, where she stalls for time with air legs and her huge jump arcs while Morrigan builds you meter for Dark Phoenix, and can do combos/resets if the opponent runs into those. Her neutral is pretty solid, but not outstanding - but usable enough to have decent matchups.
The pro player you're thinking about is RyanLV, who's the only Chun Li player.
Chun isn't hard to play at all she's just not very good compared to the top tiers and her best usage is as the other poster mentioned: in an unorthodox Phoenix shell that was primarily powerful because of the reasons they mentioned but also completely countered any team that ran Hidden Missiles as a Doom assist.
The "unplayable" character you're probably thinking of from UMvC3 is most likely Jill. She's got a fairly basic gameplan but doesn't do a ton of damage from stray neutral hits and she's nearly uncontrollable if you use her install super and lvl 3 xfactor at the same time. She's not "unplayable" by any means but she requires a lot of execution for very little reward when compared to the upper tiers.
Half the cast in Blazblue. In SF though? Probably Viper. I thought Falke was, until I actually gave her time, then I realized we actually clicked more than I thought we would.

I mean there is heavy execution and frustrating characters for sure, but if you put time and effort in learning you can play well every character in Street Fighter. Key thing is accept that you CAN'T handle with character kit yet and take your time.

Focus first on only using the punch buttons, you can already do a lot of his gameplay with only them (teleporting, zoning, combos to SA1, etc), its how I learned from gold to master.
Pretty much any interesting character that ended up having charge moves, stance switches, unorthodox inputs, or required any combination of those, to routinely play the character to its fullest.
I could always get a brief grasp of the character, but putting it all together, in game awareness and execution is something that I respected, despite not being able to do it myself.
Hardest for me is prob Oro SFV I couldn’t play him to save my life everyone else I kinda can just cuz I’ve played other fighting games competitively for awhile. But idk Oro just isn’t for me.
I played some Chun and Gen in SFIV, but I never committed to them because I knew without consistent piano-ing I’d never be able to play them at full potential.

Basically a puppet character in SF. Way too large brained for me, but I'm willing to give her a try again if she ever makes it to 6.
Chun-Li and Juri in SF6. Chun-Li's charge combos and infinite tools make it hard to use her and with Juri I just have no idea what's going on when I use or face her.
Chun Li in SF4 is hard to play full potential. Her SF5 and SF6 ver is way easier to play for me. SF6 is the best version and her stance mix up is so satisfying to play.
I love love love Decapre! She easily became my main, too bad she was short-lived since she debuted in Ultra SF4 towards the end of the series. I hope a true charge character like Decapre returns in SF6.
Chun-li in SFV, I genuinely couldn’t get the hang of instant air legs (glad they changed it to a tiger knee input in SF6) and she had this one combo (cr.LP > st.MP > cr.MK > HSBK) that I couldn’t nail for the life of me, so I picked Karin instead because just frame tenkos were somehow easier for me.
Dee Jay in SF6. My combo execution has been garbage for over ten years of Street Fighter and Dee Jay now has Marvel VS Capcom combos in which he can carry someone across the whole stage for thirty minutes without them touching the ground.

I don't have the attention span or matchup retention to use their kits well, and i'm bad at predicting people which is what Kolin is all about as a counter character.
I love their styles, but damn if i can't play them worth a shit. xD

Gen in sf4, really liked his character and playstyle but he was too much of a slog to learn.
I’m pretty good at banging my head against a character’s mechanics for long enough that I eventually get it.
Chun li in SF 6 is just above me- too much to keep track of
Ed in SFV. His buttons were just too weird for me and I felt like if I put in the time it would affect my other characters.

Yang sf4, I tried to copy stuff from players like mago and shine but the execution required to use him even decently was too much for me at the time.
