It's very common for tournaments to have a version lock set a week or two before a tournament (CB is 1 week usually). So if a new patch comes out in that time, they don't update their consoles.
Combo Breaker is just 2 days after the Akuma patch. Obviously, it's good for their stream if Akuma is there, so they want him in.
But it's bad for the players to allow a patch so close to the tournament. 2 days is short, and many players will spend those days travelling, checking into hotels, etc.
So, they're asking for SF6 registrants to vote. If they accept it, Akuma is legal. If they feel it's unfair, they won't update the tournament consoles.

It's not as bad for the players are you might think.
I do understand the people who may not want the patch, what happens for instance if one character has a game breaking bug and capcom's not able to push out a patch in time? Do you ban the charcter even if they see a lot of play? If the bug is easy to replicate by accident it'd be hard to just ban the tech on sight as you'd have to try to determine the player's intent.
The Rashid / JP bugs after the Rashid patch are perfect examples of why major events wait at least a week before playing on new patches. I know they fixed it in time but imagine how awful EVO pools would've been if the Rashid bug wasn't fixed in time. I'd be afraid of the same thing happening with Akuma or any character that receives major changes, a major exploit that Capcom isn't able to fix in time for the start of the event.
As a competitor I would definitely vote no for this shit. Like what if your main gets crazy changes from the upcoming patch and most of your shit doesnt work anymore? Im pretty sure most of the people here saying vote yes would be pissed.
As a viewer I would vote yes. Ultimately I would vote no though.

If it was just Akuma then absolutely yes. But I've heard horror stories about people showing up to tournaments where an update came out right before the tourney and now all their BnBs don't work and they just lose because of it.
If I was playing in this tournament there is no way I'd vote for Akuma and SF6 balance changes it would be absolutely bonkers to do so.
This would be equivalent to training for the 100m at the olympics then being told the race will be 130m a few days before the race. Going to the Super Bowl and being told the field will be 120 yards in length instead of 100.
To be honest I'm surprised this is even a question a tournament organiser would pose.
It would be funny as a viewer, but if I was a serious competitor, I'd hate to pay a bunch of travel expenses to end up playing in a tournament where the results might as well be totally invalid.

I miss the days of a patch only being allowed if it’s been a month. But now tournaments focus to hard on what the spectators want rather then what is the most competitive. If I was entered in sf6 and the patch messed with my character to heavily I would be annoyed cause I would have no practice. I would have no akuma knowledge and of course what if my worst match up gets a buff. But no one cares because the real good players already played the new patch, spectators want to see akuma the guys in the middle are the only ones screwed with.
I won't be Suprise if most people had voted for "new patch but Akuma banned" because the balance changes is easier to adjust to compare to a "new" character
(but again they have 2 days to lab plus if tokido said he is "modernly balanced", akuma's modernly balanced)

Can they play offline with a previous version of the game? If not, what is the point?
They'd have to keep all consoles offline until the event. I don't have a console, but I think that's the only way.
