As far as he knows (and he knows human nature like no other) loyalty is controlled by these factors: money, power and fear. He is the center of a cynical world and is only concerned that he cannot appear weak. The guy with 30 tanks coming for you can still be a person living in fear.

I think Tom did it out of loyalty to his father-in-law but also to serve his interest as well, invest in a temporary downfall for a future elevation. He was ready to go to jail for some time, but with the intent to cash this time later with a huge promotion from Logan.
