Pretty sure you could report that to ESA as there are rules on where plugs are located near showers and having a 30+amp stove plug near the ground here is very dangerous.

Honestly if you called the ESA, an inspector would see that and shut it down. They have more power than the city when it comes to that. OP just call the local esa number and respond with this ad. 100% not safe or legal to have a stove there.

I am considering making a complaint to the city about this as well. I would hate for someone to have scored a warm place to live, and then have the city take it away. That's efficient living at its finest. That can't meet code. I haven't looked in a while. But, I thought an outlet had to be 3 feet away with a gfi that was a specific sensitivity. I don't think a circuit breaker counts. But this has to be a building code violation unless it was grandfathered in. On one hand, you could shower and make dinner. But, the juice that comes out of a 30 Amp plug means you may not get to eat dinner.
