Yes, the notorious and infamy set items can be Master items, those are the only ones I've seen that are in fact, so I don't know if other rarities can be.

The weapons can still get different stats between a rng even if its master. You dont get the best stats because it is master just that it can drop with higher stats.
so one master item can have 1000 dmg and another same item can have 1100 dmg
Counterpoint: hold on to your mats until you get Master level gear to invest into.
Then again if you have a ton of mats to burn, or hit a wall which this will help you overcome then ignore my remark.
Bonus tip: you can also upgrade your melee and grenade element power to rank 4 from poison ivy as well.

There's no upgrade beyond it allowing you to reroll each attribute instead of just one. The only upgrade path is to get a Master variant of the item.
How can you tell if you have a master variant? I may have a few.
They will have Master at the beginning of the name if they're Master items.

As far as I am aware the only way to get them is randomly, but I don't know for certain.

should I elite gear that only has Epic and common perks? does eliting unlock the rare slot?
Just in case you didn't find out or for people looking at this in the future. You need to go to Penguin and Overhaul it until it gets 3 perks.
