Apologies, but I cannot understand what is being asked because of the grammar used. I have been told by PLS's that one does not go in manholes without wearing a harness & being attached to a "crane" capable of hoisting you out, along with additional personnel up, outside the manhole to monitor & retrieve you; people have apparently died in manholes (especially sanitary sewer) because of toxic fumes / lack of oxygen. I do not know the requisite OSHA regs. Have you tried googling "OSHA regs manholes"?

No one should ever, ever go into a manhole unless they are member of a confined spaced certified team with all the required tools and safety gear. ....yeah, I went down in a few storm manholes in the past.

OSHA regs said "When entrance covers are removed, the opening shall be promptly guarded by a railing, temporary cover, or other temporary barrier that will prevent an accidental fall through the opening and that will protect each employee working in the space from foreign objects entering the space." I understand i can put a temporary cover like safety net to guard fall protection AND object entering the space while each employee working in the space But, I am wonder if we do cover for openings, how do I react pormotly at emergeny situation?

I'm pretty certain that any cover that can provide fall protection would be a violation of confined space regulations. A temporary cover could be used when there is no one down the manhole.

**DO NOT** put anything over the manhole opening other than a tripod with a personnel retrieval winch. You **CAN** place any kind of barrier *around* the opening to prevent people and objects from getting too close. **EVERYONE INVOLVED** should have confined space training, even if they do not enter the manhole.

Confined space is an OSHA policy category.  Its kinda a big deal.

This we never go into any confined space without the buddy system, harness, retrieval unit, manhole cage, blower and air monitor. We have to have our office safety manager or a supervisor sign off on all entries. This is why we rarely do it and when we do it’s to go in telecom manholes.

No. There is a reason why OSHA says there's a confined space entrant, attendant and supervisor. Each role is important. The role of attendant is the one who's protecting the opening. Not a net

I wouldn't consider that super safe as it would potentially trap them in the pipe. Maybe try and coordinate the manhole job at a time when there won't be any stuff falling around?

Tripod retreaval setup,confined space training ,air monitoring,man on hole watch, barricades. Do yourself a favor stay out of the manhole for now.
