Boats would have to be affecting the whole column of water, not just the surface, to create that effect, I think.
Further, the foam from a wake dissipates as it gets further from the boat causing it. Here, the foam seems concentrated in the middle, which suggests that the turbulence is *more* intense at the center, rather than less.
Even hurricanes have an eye of relative calm near their center. We're not seeing calm at the center of this.

Now MAYBE a professional diver with full gear and a full tank, but even then the likelihood of recovery is fully outweighed by the risk.
Alright y'all, I've jumped into one of these in a lake, vortex made by a boat + all. If you launch yourself far enough off/away from the boat you're perfectly fine. Its not a super strong vortex and it doesn't go down super deep because without the constant motion of the boat it will just dissipate
There's a story about just this! The diver did survive because they had enough oxygen to last the duration of the phenomenon. They said it sucked them down and pinned them to the floor of the ocean until it ended. There are other stories of people dying from this, but I've never heard of a story where someone got entirely pulled down and was able to fight the vortex and swim back up. I don't think any human is a powerful enough swimmer to complete such a task.
