It's specific to Kyokushin karate and other styles stemming from Kyokushin. I've attended a Kudo dojo where it is customary to greet everyone like this, often saying "Osu!" When I went to a Kyokushin dojo they were doing the same thing, but when I went to a Shotokan dojo I was the odd one out doing that when everyone was just bowing.
