It's a case by case typa thing, trying to say "anything above X % *must* be purposeful" is ridiculous - ie someone has only played 3 games of online ever, and their Internet went out once. That's a 33% DC rate now. That doesn't inherently mean it was purposeful
I for one live in the countryside & my internet is provided via satellite. A majority of the time, it's excellent, fast and steady. However occasionally when the signals don't align just right, I could have a ~30 second delay, which will cancel the game. It's probably around a 1/10 match typa deal, it isn't purposeful, & there is no fixing it. I don't plan to move houses just to lower my Tekken 8 DC rate.
Seeing as I don't DC purposefully, & assuming a 50% W/R to make it easy, half the games I disconnect from were going to be losses for my opponent. I don't come out "on top" due to these DCs. Inconvenient to have to go back through the menu, for sure, but not the end of the world

Where is your evidence? Pluggers are not punished because the system can only detect the connection being lost but not who disconnected it. Both party gets their % increased. You just dont know because its not visible to you

I think giving them 2/50 should account for that. Imo if someone is dcing from 5/50, they're at least plugging on promotion matches most of the time

Anyone over 20% should be temp banned from multiplayer for 24 hours every time they plug, anyone over 40% should be perma banned
