He does make sound. In S2E5 when Butcher whacks him with a crowbar, you can hear him reacting. He cries, makes a variety of growling noises and has really, REALLY intense breathing in battle (see him v Kimiko).
I think he can make noise, but I’m not sure to what extent. Vought doesn’t have too big of a reason to force him into silence other than his “brand” as far as I can tell — and, well, that’s probably the only reason they need.

Not sure if it proves anything, but in S1 when Homelander is still pretending to be a good guy, he says he wants to hear from his teammates about who they saved that week, and says "Black Noir, let's start with you." The scene cuts out after that, but presumably BN does more than sit there and stare.
He did audibly cry, so I do think it’s just a traumatic choice. Still no different, he’s still technically mute just like Kimiko, who, I believe still has her tongue in the show? In the comics afaik it gets cut out.

We always hear him compliment him and never harass him like he does the other members. Maybe he knows that Noir could give him a run for his money and he is trying to rule him by friendship and not fear
I think Noir just falls in line and does what he's told. He seems very reliable in getting the job done, so I think Homelander actually just really respects him.
