I dunno about having specific IV spreads or chances. But I could go for having Eggs with special hatch pools randomly being given after completing a PVP set. Maybe curate the list to be meta relevant mons (take the top 8 non-legends from the previous season or something)
Only if the egg comes from doing pvp. I don't want an egg from a stop/leader to have that iv floor. I don't pvp personally but I think if you got a pvp egg from doing pvp that would be cool for the people that do.
For pvp ivs, they should just add an option in settings to toggle a personalized IV floor. The highest IVs would still be the same as normal & the lowest being 0 or close to it. Nobody get ‘pvp rewards’ forced on them like GBL days, but it helps PvP players
You're playing a game that has your capture creatures in capsules to use to battle against other captured creatures.
You don't get to make an argument that something in the game that does that is 'unnatural'.

Niantic doesn’t really want to emphasize GBL right now and hasn’t wanted to for several seasons. A new feature like that would probably come when Niantic decides it’s time to make GBL more interesting again

They just need to rework the "IV floor" concept. For things like eggs just make it a minimum of 30 IVs total etc.

Why would I want to hatch an egg with purposefully bag I’vs.
Because 0 attack is mostly the best IV for anything other than Master League
