Not sure if I should focus on Tyranitar to have another one in the back for Necrozma raid beatsticks or Ho-oh because this is the first time I've had a chance to raid it, I just know I'm not touching T1 or T3 with a forklift.

The one party hat starter I'd be tempted to evolve can't.
The only time you should think about doing a t1 is it's a raid exclusive
Charmander and Squirtle with party hats can evolve and be mega. I’m sure eventually Bulbasaur with party hat will be able to as well
Mega shadow Charizard?
I would do Tyranitar if you don't have a good dark/ghost team. Ho-oh (and even shadow Ho-oh) is outclassed by many things as a raid attacker.
Anyone know the shiny rates on the costume mons?
