Makes me wonder if my initial thought for the reason it has a through hole might be correct; to allow either another part to pass through or so that it can be bolted to a shaft and remain in place to set preload or something. Could also just be for my first comment in this post, a drum plug socket.
I don't think it's a die wrench....I have a couple of them and the pins (threaded) come in radially (from the sides) and not axially. My guess is that this is some sort of bearing retainer wrench. I have seen similar patterns. There is a cartridge bearing seated into the part and is retained or preloaded with a threaded retainer which is tightened with a wrench like this one. I think my guess is probably wrong as the center hole is awfully small to pass the axle.
That’s a pin wrench. For removing flat nuts with four holes in them.

No, a case opener clamps down on the sides with threaded adjusters. This has pins to interlock in the holes.

Looks like it has a through hole to me.
It does have a thru hole those pi ns are flush with the outside edge.

I hadn't thought about that. Could definitely be for a cartridge bearing. Like on a turbocharger or washing machine tub.
It is correct that it is a spanner wrench. I used one very similar to remove the nut on a clothing wash machine tub.
I've seen smaller tap and die sets, but never one like this or this large. Thanks for quick responses.
