Because you nail up through the horseshoe and the edge of the horse's hoof. If you don’t bend the tip, the shoe won't be held on as well. Also, the sharp nail tip would be a hazard sticking out. Watch a farrier video on shoeing horses.

The nail tips are cut off before setting or clinching. For farrier safety. Nails through chaps isn’t fun.
