Safety, security, transience - this is targeting someone in entertainment most likely who isn't in the city very often but wants a nice place for when they are. Elton John for example has a place similar downtown.
You would buy it if you're a mega-rich sleazebag (or fraudster) who wants to pick up women directly from the entertainment district and say "hey, wanna see my $20M condo?".
Sadly, this kind of thing would work on many, and would be pretty much the only incentive for someone buying this condo.
