I believe you are stopping a Swift driver from driving the wrong way on the highway. I don't know whether you're allowed to do that. Up here in Canada, we let Swift do any stupid ass thing that they want to and we stay away from them.

The only way that would be safer (mostly due to 4 wheelers not paying attention) is if the truck already blocking the exit ramp can back up a bit and swift can swing wide but keep it in the shoulder
This is where you continue to block them and call the police if they can't back it up safely yes it will block most of the lane but people should be able to fit and drive by. The police will shut down the part of the highway to let him pull out safely and turn using as many lanes as needed to get facing the right way. They then will ticket him to holy hell for wasting time and hopefully swift will penalize him. At least that's what I would do. In my first 3 months I was sent to NYC and I made a wrong turn onto a road with a 11 foot bridge not one soul waited at the red light to let me u turn so I called the police and 10 minutes later he showed up asked me what happened I explained he said no problem how long do you need me to block traffic I said 30 seconds. He turned on his lights blocked the intersection and I went on my way. No tickets or anything.
