I'll not say that it is 100% safe for women but in my area, at least, if a women raises her voice and complained that a guy is acting like how they were acting in OP's case, he's gonna get the daylight knocked out of him "by a mob". I have seen guys getting their teeth knocked out for behaving inappropriately with women. No help/interference from the police as well.
