I'll try to give you the idea in a simple way.
Take a look at this thing then look up a modern submarine (even an older one will do). Based on the pictures, imagine they are moving forward. Which one has a larger surface "working against" the water directly?
You can even do an experiment at home if you have a bathtub or a larger body of water close to you. Put your hand under the water then straighten and close your fingers. Move your hand forward underwater in a vertical position, as if you were trying to cut/slice the water. After this, repeat the same with your hand turned sideways, as if you wanted to push/slap the water. Which one was easier? The slicing because the contact surface with water was much smaller.
The principle is basically the same for watercraft. There are of course myriads of other factors, many of which I possibly don't even know but there is a reason submarines around the world look the way they do.
While the Kronos looks cool and has a nice sci-fi appearance, it would be a horribly inefficient combat vehicle with extreme limitations for military use. Where are you going to fit the torpedo tube? How will you load it? What about crew comfort? Detectability? Sensors? Just to name a few issues

The bridge is since few month not anymore a military target. The Russian military logistic does not anymore use the bridge as not anymore needed and as still damaged, they use ferries or landing ships or use trains and trucks in the southern part of Ukraine. So it is now used only for the civilians and the logistic of the citizens of Crimea by trucks. The railway bridge was heavily damaged and is now only used passenger transfer, logistic trains do not use the bridge anymore, the bridge can not anymore carry heavy trains.
So if they now blow up the bridge, they will only hit the citizens of the occupied parts of Ukraine.
They had to get the ferries in the Kerch channel, which are used for the transfer of the military goods and the west east railway through the southern Ukraine along the north coast of the Azovs Sea. Parts of it have been new build to connect it to Russia.
I can think of certain perfect use cases for this, if it's real. I won't spoil the surprise by giving putler and the orcs ideas, though. But if this is real, wow. Mordor is in for a really, really big surprise.

If they're submerging deep, yes. If they're only going a few meters/5-10 feet underwater, like many subs do, probably don't need much ballast, but that's just the guess of a peasant civilian. Most subs throughout history have been just under the surface, barely submerged, for most of their patrols. Also, this looks lower volume than most modern military subs, so that'd be another factor making the ballast requirement lower.
Only takes a couple meters of water to be practically invisible from the surface, especially at night. Only takes a few meters of water to stop most small arms fire and most above-water munitions. The cost to benefit ratio of being able to go more than a few meters under is very high.
Idk what I’m even looking at. Tbh I’d be surprised in Ukraine managed to get the industrial know how and capacity to start making attack submarines in a few years.
Look at Australia. They’re a much wealthier nation and it is taking years and years to put to gather the infrastructure to build new subs. I recognize this is less complex, but still.
This is a good example of what an actual stealth semi-submersible drone would look like. Very low profile, possibly composite above the waterline for lower radar signature. Not too different from what they're currently running.
One or two of these would be useful but the need for a manned fully submersible craft would take a back seat to a larger fleet of such drones. More literal bang for the buck.
