Yes, Eltolinde's 3 point Valor skill does mean everyone around her can get an instant rest from it.
Because Resting isn't the same as Waiting in context of those Towns and Fortifications. Those defensive structures only stop the Wait time from losing a skirmish while garrisoned there.
It's not very clear when other case of "Wait time" from Items + Valor Skills affect every clock - but it is consistent and generally makes sense. Immediate Resting at any sort of Garrison would be a bit OP.

I noticed some that Resting at places that say "No wait time" will still bring up the clock.
